Fraser (un)Health Residential Services and Contracts needs to be dismantled . How many families have been on their “hit list”. They don’t seem to have any limit to the amount of tax dollars they can and will use to abuse the elderly and their rights.
Sharon Dubois is an employee and one of the numerous “managers” of Fraser Health Residential Services. She got involved with this case when “manager” Gem Algie (long time friend of Cheam Village Administrator) stepped aside for reasons unknown. Dubois was instrumental in the abuse of mom, Hilda Penner, and the denial of her rights. In fact she has lied and twisted the truth to such an extent that, in my opinion, she is either totally incompetent or a “pathological” liar or both. Not only should she not hold the position she’s in but, in my opinion, she should be forced to seek psychiatric help. I believe she is a menace to society and given the chance will go forward to abuse other families in a similar way as she did ours. It has been at her interference and instruction that mom suffered the most egregious abuse and subsequent death.
Because of Sharon Dubois’ intentional misrepresentation, and her enlistment of a multitude of colleagues to corroborate her lies, these lies have percolated throughout the “system” tainting every aspect of proper decision. This is so systemic, I would suggest there is no integrity to any of the information that is held in any government health office pertaining to Hilda Penner,( mom).
The FOI documents that we were able to obtain (and we have NOT been given documents in their entirety, NOR have we been given ALL documents) are so riddled with misrepresentation, inaccuracies and unsubstantiated statements that they render virtually ever process useless.
It needs to be made perfectly clear that from the onset we (the family) and legal Representatives of Hilda Penner were NEVER opposed to any medications that would help our mother with her anxiety. The only drugs that we were opposed to were the chemical restraints (anti-psychotic drugs. They are not approved for the use in the elderly with dementia, are extremely dangerous, and do nothing other than turn these poor defenceless old people into zombies! (see articles on side panel) BUT they are the “Industry standard” as stated by one of the nursing home administrators and ALL the nursing homes want to use them.
The current “ Health Care” for the elderly in Residential Care facilities has nothing to do with “ care” at all. It is simply a shackling with drugs until they pass away and it would appear that this is wanted “sooner” rather than later! There are always more than enough replacements for this greedy industry and it’s ties with the Pharmaceutical companies (another future blog)
There are many rules and regulations that are already in place to protect the elderly, they just need to be adhered to without the easy access of legal manipulation to circumvent them. They need to be monitored and vigilantly enforced. Unfortunately, until the Health Ministry is purged of morally bankrupt, uncompassionate and deceitful employees, such as Sharon Dubois and co. there is no hope that the rights and dignity of the elderly will be upheld.
There needs to be a full public inquiry into “Residential Services and Contracts”, their abuse of the elderly and their families, their unethical and illegal practices and their involvement and promotion of the “standard practice” use of dangerous drugs being forced on elderly residents. There also needs to be an investigation into their “retaliatory” behaviour towards elder advocates who speak up in defence of the frail and weak members of our society.
The following is a list of persons that Sharon Dubois elicited in her diabolical campaign to destroy Hilda Penner and the family that supported her. These names show up on the FOI documents that have been received thus far. More FOI documents were requested on the correspondence with these people, what their role was and what their “meetings” were about in regards to the “Hilda Penner” case. To date this information request has been denied .

*Jody Belous, Sheryl Kerr Loughlin (Suzanne Sellin was their manager) have been added to the list since the original request. I know they were in correspondence with Gem Algie and Sharon Dubois. They were also seen making notes at a meeting held at Cheam Village. No FOI documents have ever surfaced for the above.
*Leanne Lange was instrumental in Sharon Dubois scheme of abuse. FOI documents that have been received show she had a substantial role to play in the complaint to OPGT and Sharon Dubois had requested that she try to do something with our Representation Agreement (FOI ,Dec 2009 notes)Also had meetings with Sharon Dubois and Karen Darts (social worker ARH)
There were numerous meetings and teleconferences that took place at different times between many of the individuals named above ( FOI papers). However there are no notes that would give any indication what was discussed at these meetings. ALL notes, e-mails, anything that is generated electronically are all subject to FOI. All though some e-mails were sent in FOI packages, the forwarded subject matter was not included.
It has been our past experience that Fraser Health Residential Services are not forthcoming with information. The will do anything and everything to derail the process of FOI. It would appear they are doing something that is ethically and/ or legally wrong that they don’t want the recipients to have knowledge of.
An information request was sent to Traci de Pape , Coordinator, Freedom of Information, Legal Services for Fraser Health regarding the persons mentioned above. We feel she has not done her job in supplying the requested FOI documents for unknown reasons(?). She was uncooperative in the requests and so the OIPC was contacted (next blog)
Missing documents prevented closure, and now there can be none, until the system changes to put the rights and comforts of elders, ahead of the convenience of residential care facilities, and inadequacies of Fraser Health.
Someone needs to be held accountable for these egregiously cruel acts of elder abuse.
